Characteristics of a Development Culture
(From The Dilemmas of Building a Development Culture, B. Kaye and B. Jacobsen, ODN Conference, 1991)

  • Development is seen as crucial to the business.

  • Policies and structures support growth in place.

  • People are put into positions for which they may not yet be fully qualified (for purposes of development).

  • Reward systems are aligned with development efforts.

  • Information about mobility opportunities is available to all employees.

  • Movement across organizational lines occurs regularly and easily.

  • Talent development is accepted as a line responsibility, and commitment is demonstrated by the amount of time that management devotes to it.

  • Everyone gets the business information they need.

  • Task forces are used for individual and organizational learning, as well as for problem solving.

  • Managers see their teams as customers and the product they deliver as a learning product (developing their people).
