Characteristics of a Development Culture

Development is seen as crucial to the business.
Policies and structures support growth in place.
People are put into positions for which they may not yet be fully qualified (for purposes of development).
Reward systems are aligned with development efforts.
Information about mobility opportunities is available to all employees.
Movement across organizational lines occurs regularly and easily.
Talent development is accepted as a line responsibility, and commitment is demonstrated by the amount of time that management devotes to it.
Everyone gets the business information they need.
Task forces are used for individual and organizational learning, as well as for problem solving.
Managers see their teams as customers and the product they deliver as a learning product (developing their people).
